There are two kinds of SEED data shipments leaving the IRIS DMC as
well as most other data centers.
1) The first are traditional requests directed to the archive coming
from request tools such as BreqFast, NetDC, jWEED, etc. These data
shipments are generally in full SEED format.
2) The second are shipments leaving the DMC through Internet Transfer
mechanisms such as SeedLink or DHI. These generally are in miniSEED
format

Traditional Requests.
These requests are formatted in a way where the Data Center actually
knows the Name and Institution of the person requesting
the data. Well at least we know what they entered into the relevant
fields. The lowest common denominator for these
requests is what is in a BreqFast request.

What the IRIS DMC has been doing for some network operators for many
years is sending BreqFast images of these requests to the relevant
data center.
From this information the data center can generate the statistics it
needs to show data redistribution. The IRIS DMC would propose that
the FDSN adopt
this format for reporting redistributed data. It is already in use
with data centers such as GEOFON, ORFEUS, GEOSCOPE, MEDNET and
CANADA. We think
it is as simple as it can be and still convey the needed information.

Here is a sample that I believe is clear. The BreqFast format is
documented at http://www.iris.edu/manuals/breq_fast.htm and relates
directly to the infomration found in the example below.

I will send another email in the next few weeks that suggests a
reporting format for the Internet Transfer data redistribution
reporting format. It is a bit less clear.
